In China, there has been a great deal of customs declaration rules and regulations for all import and export goods, including materials and accessories. The General Administration of Customs of the People’s Republic of China has recently updated their policies, effective January 1, 2009, in accordance with the Index Catalogue on Essential Data Required by China Customs for the Declaration of Import and Export Goods requirements. Companies who manufacture in China or import to China manufacturers for assembly into finished products, should pay special attention to ensure compliance with these updated requirements. The regulations apply to all categories of materials and accessories that are supplied by clients and/or clients’ designated vendors, manufactured in China or being imported to a China manufacturer for assembly into finished products. At Leo we have strict procedures and controls in place to ensure our purchased materials and manufactured finished products fulfill the import and export declaration regulations in China.

The updated requirements include:

  • Clients and/or clients’ designated vendors must ensure all required information is detailed in the delivery note and submitted to the manufacturer for customs declaration purposes. In general, the information includes:
    • Names of the commodities.
    • Specifications and models (including contents and ingredients) described in sufficient detail to fulfill the customs requirements. This includes customs classification, price-verification and authorization certificates management.
  • Considering that different materials and accessories require different information for declaration, we have comprised a list of commonly declared materials and accessories. This list includes required declaration information details item by item that have been filed with China Customs for reference. A copy of this list can be found on our corporate website at www.leo.com.hk.
  • You can also reference the requirements in the Index Catalogue on Essential Standard Data Required by China Customs for the Declaration of Import and Export Goods by accessing www.customs.gov.cn. Here you can find the names of the commodities, specifications and models as well as all other required information in detail.

Please be aware that any incomplete and insufficient information may lead to a delay in the customs clearance process and that China Customs has the authority to withhold imported goods if the regulations are not met. This may result in the delay of bulk deliveries.

In the past, existing clients whose products included self-supplied materials and accessories might not have had a consistent practice of providing all required information for our customs declaration handling. From now on, please help to ensure the documentation is in compliance of China Customs rules and regulations, and provide us with comprehensive information for each lot of material and accessory goods delivered. We shall continue to coordinate with the related Chinese government departments closely and provide any additional updates to help keep you informed.
